coworkers-console: localhost HTML entry point to the workforce (dogfooded live)

DONE 2026-07-03. apps/coworkers-console/ per the html-effectiveness pattern (post crawled+mirrored first): single standalone index.html (inline CSS/JS, terminal-noir tokens) + stdlib serve.py (binds 127.0.0.1; /api/coworkers reads all 15 IDENTITY+BRAND, critter SVGs imported from scripts/critters.py single-source; /api/mailbox + /api/alerts = e2m envelopes with silence-alert logic; /api/reports = newest WBR/territory/sweep/toolchain). Dogfooded sequentially: built → preview_start → measured (15 cards, 5 envelopes, 4 report sections, 0 errors, critters rendering) → modal verified (directives/gates/skills/deck-line) → screenshot confirmed. Read-only v1; gated POST /api/dispatch is the recorded v2 candidate (operator decision). launch.json committed as the durable launch config. Skill in cwc-agent-resources.
